Because he knows that you'll give in to him. You need to be firm and stop giving in.
Yes, he's going to scream his head off. He may even turn blue. DO NOT give in. Calmly and decisively tell him "no juice now. If you're thirsty you may have water, or milk" Expand your phrases to include "If you want to scream, do so, but you will not get juice now.", and "When you're ready to calm down and join us, I'll have your water here for you". Correct the tantrum, do not allow him to throw items, or potentially hurt others.
This is the 'battle of the wills' stage. He'll try his darndest to get you to give in to him. As soon as you DO give in, he's got you. You'll continue to give in for the rest of his life. Start giving him expectations now. Tell and show him that you expect him to not throw a fit when he's told NO, etc.
Continuous and conscientious monitoring is necessary. Redirection is essential when they start throwing a fit. But the most important thing is to remember that YOU are the parent, YOU make the decisions, and YOU enforce them. Not your 18 month old.
