i would ask ur ped and see what they say. sometimes a little speech therapy early on can go a long way

Every kids develops at their own rate, keep that in mind first and foremost. Does he try to talk or does he seem uninterested? Is he expressing himself in other ways, through hand motions or anything? I've heard the best way to expand a child's vocabulary is through reading. Does he enjoy being read to? Have you talked to the pediatrician, or have they expressed any concerns about any other areas of development? If he is at least interested in communicating I wouldn't worry too much, just may need some extra help to work on his skills. If you or the pediatrician is concerned about his development then the Dr should have more advice and/or resources for you. Many school districts have speech therapist that will work with young children and their families to help the child get school ready, and since it's through public school it's either no or low cost to the family. My friend has a speech therapist come to their house from the school and takes him to a play group of kids who see the same therapist. It's been helping them.
