Where do you live? In every US state and at least several countries a child MUST be rear facing until at least 20 pounds AND one year. Rear facing is so much safer though and usually (except in Australia... and possibly some other countries) you can find a seat to rear face til at least 35 pounds... some are even 40.

Is she not fitting in the current seat that you have?

What is initiating the 'change'? Are you meaning to turn the seat forward facing? If so, I recommend that you check the laws in your area. Each country, state, county, parrish, village, etc will have different laws regarding child seats.

Generally, the basic guideline is rear facing until 20 pounds AND a year old.

You need to check what the law is where you live. Just do a search for your state/country and you will find out what the laws are in your area.
