I am also confused by your posts. Are you saying that the school is doing this because you didn't sign an IEP?
Also, mandated reporters are not liable for making reports - they can't be held liable. Even if something ends up unfounded, they can't be held liable when demonstrated that there is no concern. Why? Because mandated reporters are actually obligated by law if they have any concerns about a child. Most times, when these concerns are investigated, there is no concern. This person did not abuse their power, they obviously witnessed or were provided information about something that was of concern. In fact, by law, she is not ALLOWED to let it go unreported. There are reasons the mandated reporter laws are like they are.
