It could, I would back way off any liquids at all, especially a bottle. For an hour or so before a meal, then try simple finger foods that he likes. Don't let him finish himself off with a bottle or even a cup of milk right away. Remember, baby's tunny is the size of his fist. So one or two tablespoonfuls will fill it up. Quit the juice entirely for a bit, he doesn't need the calories, and substitute water. If he hates that, go 50/50 and the 75/25 juice water. If he drinks even a half of a cup of milk, his brain will tell him "you are not hungry" so he won't eat. Then an hour later, when the liquid is gone, he will fuss and act hungry. Just keep on offering healthy solids and you'll get there! Good Luck!

Hasn't eaten at all? Not one bite? There were definitely times my toddlers ate such a tiny bit I would worry. Does he take a bottle still? If so, he make be drinking so much that he feels full and does not want to eat. Then because he did not eat, you give him more to drink. Also, what does he drink?
