Parents from any aggresive Toddlers?

First and foremost, my 21 month old daughter is a beautiful, bright, smart, and loving girl. She loves to dance, loves to make people laugh and always has a smile on her face --- except for the times when she doesn't ;-)
Which seems to be most every time she doesn't get her way, she throws it down, not just a 2 second wine, I mean on many occasions she throws herself down to the floor, bangs her head on the floor (on purpose) or kicks and screams, sometimes she bites me, other times she hits me in face of head bunts my legs. The aggression seems to have gotten worse this last little while, and...........All the while I am using all kinds of forms and techniques to discipline this behavior.
I mainly use "Time out" where she has her time out chair or in more aggressive behaviors, time out in her room for 2 minutes (which helps give me the time out.) I also practice Magic 1-2-3 yet when she is aggressive she doesn't get any count down. It seems she isn't learning at all and continues ... also for times when she has bitten me, I give her a good spank on her diapered butt.

PLEASE, no judgment, just help. She bit a kid in daycare recently, she has done this about 3 times in 6 months and doesn't know how to manage her feelings without getting angry straight away.
Yet most people who know her think she is such a great funny girl who makes them all smile, but i spend 100% time with her and know the dark side of her tantrums --- ohhhh the terrible 2's!!!

Has anyone been through this before? Have any input of what you know to work, or words of encouragement ?
I am really unsure of what to do in a form of discipline.
