People Asking for Help at Stop Signs or Intersections.

Today, I was driving home and saw this man at the stop sign where the streets T at the intersection. He had on some pretty nice clothing, had a nice looking cooler, and held a sign that he was selling water for $1 a bottle. I am not one to judge people but I do wonder how he got a cooler and water to sell and the ice to make it cold if he has not enouhg money for rent for his family.

In my area, we have had a large increase of people at the corners of intersections of busy areas with signs asking for help with various reasons from being homeless or out of work. They have descent clothing and seem healthy enough to work, so why are they begging money or other things from people? I think a lot of them are good enough to go to work. Why do they think they fare better doing this?

It is becoming a more recognizable scam. The thing is I can't tell when people are really in need or not. I want to believe the best in people, but I fear that is naive.

I have had an experience when this woman came up and told me she needed help with gas money after I got into my card. She said she had this bad health issue and the hospital here was the only one she could get to but she lived so far off and did not have the gas money to go home. I did not have the extra to give her let alone was I certain she was that desparate. I just did not know.

So what I said in my first response, that vanished into thin air:
We have a huge permanent and year round PADS shelter. This shelter was designed to help homeless and jobless return to the work force but it has had other results. Our homeless community can sleep, eat, get laundry, get donated clothing, get a haircut, make phone calls, receive mail and get job placement services all at one place. Now the PADS shelter has become a free home for many of the clients and they go out during the day to beg (or whatever) rather than look for jobs or a place to live. It has become the way of life and there is no motivation to change.
Another issue around where I live is families that all go out and beg together. These are families with a home. They will go from gas station to gas station and hit patron up for a "few dollars" Father and daughter teams are the most common. They catch people with their wallets out and beg for a few bucks. My sister is a police officer and she told me that some of these teams make a good amount of money and that it is easier than finding a job (no real skills, no background check, no daycare). Go figure!
