Offer a balance meal. Don't offer lots of snacks.....then they fill up on snacks which are often times not very healthy. My rule is if you don't want to eat your meal then you get no snack. Have sippy cup only at the table. If they carry it around all day then they will fill up on that. At meal time offer food first before drink. Drink only after eaten some food. A 2 yr old should only be drinking 12 to 16 ounces of milk a day.
