Gymboree has plus sized clothes and I find their styles to be cut wide in general... but the style is a little on the young side. Lots of 10 year olds won't wear Gymboree.
Naartjie doesn't have plus sized clothing, but their style tends to loose fitting.
Justice has plus sizes, and is geared to tween girls. There stuff is expensive though. Only buy it on sale, at least 40%.
Lands End also carries plus sizes, and has lots of nice, basic, comfortable clothing.
My niece is bigger and her mom finds a lot of stuff at stores like TJMaxx. I've heard of people having a lot of luck at Kohl's too. JC Penney and Sears carry plus sizes as well.
If you're shopping online just have her measurements and read the reviews. Often reviewers will indicate if something runs big or small. If you're shopping in the stores bring along a piece of clothing that fits her perfectly (if you can) to compare.

My daughter is the same age and I ended up making some for her and started my own website: thepinkbow.org. Best of luck!!! I understand the struggles. We had good luck with Naartji for a while and Land's End, too, but she is out of those now.
