Always potty, or try to before going outside. Set a timer for every 45 minutes and when it goes off it's time to take a break and potty. If you choose to have the potty outside for this it is fine. Don't scold him when he has accidents, he didn't mean to. Just tell him it's okay and lets go change. Depending on his age you can explain that it takes more time to change clothes than it would to potty.

My two year old forgets to potty when she is having fun too. As adults we have to keep an eye on how long it's been for them. Just keep at it and he'll get it.
