At three, potty training should be consistent. Unless she has a developmental issue. Set a timer for 30 minutes and put her on the potty every half hour. When she goes, give much praise. When she wets herself show no reaction and tell her; "you wet your pants, you need to use the potty for that, let's remember for next time" have her help with the clean up and she'll catch on that she needs to use the potty.
