Depends on the child. Pull ups are really just expensive easy access diapers, so it's not actually necessary to ever use them. Then again, since they ARE basically a different type of diaper... there really isn't a 'too early' to use them if you don't mind the extra cost.
For me personally? My girls were 100% successful on the toilet from around 18 months... but only while naked and awake. Any sort of bottoms on and they only used the toilet about 50% of the time. So they were naked at home a lot and in pull ups to sleep or when we left the house.
My son... potty trained himself in diapers. Yes, putting the clean diaper back on him several times a day was a bit more of a hassle than if he would have used pull ups... but he had serious attachment issues to his diapers.
None of my kids were 'fully' potty trained til about 3 months short of turning 3... even though they all had early toilet successes.
