State department of vital statistics will enable you to request a copy of his BC. Once you have that, you can stop into the SS office to apply for his card, but the hospital usually does that for you (in the US). If you've lost his card, you may be able to get a replacement, but you'll still need the BC to do so.

ETA: You're going to need that birth certificate for a lot of things in the next 5 or so years, so its best to get a copy soon. Most schools need a copy for registration, and some daycares even ask for one. Generally, a copy costs between $15 and $35, depending on your state.

You need to call your state birth records and order a new birth certificate. Once you receive that then you can take it to the social security office.
