It might be if there is a court ordered visitation and custody set for the child and it might interfer with the other parent's visitation and chance to have a relationship with that child. You have to go through court to get permission to move like that and the other parent has to agree. Also, if you try to move and there is a difference of opinion between the parents on things, the other parent can go to court and file a motion to stop said relocation.
