Are you in the US? Is she still in grade school (1st through 12th grade) or is she in college?

If she is in grade school in the US, the public school to which she is assigned based on her residence can turn her away, unless she has behavioral issues. The CAN make her repeat a grade due to lack of attendance.

If her attendance is the only problem, you do have a couple options in the US:
All 50 states have some sort of online public school program. Some are free, some require a fee, it depends on the state. You could look into that and register her as a virtual student so that she can complete the year and earn the credits she needs despite the missed days. You have to check the specifics though--some may not allow mid year transfers.
Depending on the reason she missed so many days, you may be able to speak to her school superintendent and get him or her to excuse the missed time. She will still have to make up the work, but they may have the authority to give her some extra time, or allow her to test up and pass the grade.
