IMO, when they need to. Since there are so many types and colors of hair it's hard to put a specific age limit. Obviously, the longer they can wait the better because we know the hair grows back darker and coarser. But, for example, my friend's daughter had awfully hairy arms/armpits so she was shaving her daughter's arms at age 8 because the little girl was getting teased every time she wore a tank top or a bathing suit.
My daughter started shaving both around age 11. She's a gymnast so she keeps her legs very smooth most of the time. She is lucky though because her hair is fine and light so even if she chooses not to shave for a few days, you still can't see it. She actually started shaving her legs before I knew it. When I sat down with her to talk about shaving her legs and if need be, the sides of her private part, for her leotards, she told me she already figured that out, duh mom. ; )
I remember most of my friends and I started shaving in 7th grade, at about 12 years old. That's when we had to change for gym and we started playing sports and wearing more skirts to impress the boys! haha
