Well, you're correct in the feeling that once they start, they'll have to keep it up, unless they have the perseverance later on to stop...
Honestly, I wish my mother had never pushed me to shave. I didn't have thick, dark hair...that is, until I started shaving it. Then, it was ugly, thick, and I had to shave constantly. After I got married, my husband asked why I tortured myself, so I quit. After a few years, it went back to light, non visible, and no worries.
So, if she's fair skinned, and fair haired, I wouldn't worry about it.

The hair grows back whatever age they are. Because all the hairs have been shaved off together, they all grow back together - it might appear thicker but it's not. There is still only one hair to each hair follicle - it's as simple as that.
And when it grows back, you just shave it again! Waxing's good - the re-growth is much slower than with shaving.
