Should all children get in trouble instead of trying to figure out which kid did it?

For example I have a simple common sense rule of not throwing garbage on the floor. If I get them all in trouble then a few get mad because they think it's unfair. The other way is having to ask each child if they did it and they all say no they didn't.. Is there other options to get kids to take responsiblility when none of them will admit to doing something wrong?

If they all deny it.... they all clean it up. If they get mad because it isn't fair... life isn't fair kid, so get used to it.

They shouldn't all get in trouble, but, you can make them all clean up. I'm surprised the "innocent" ones didn't tell on the one who did it.
