Should I call Social/Family Services?

My downstairs neighbors have a baby that I hardly ever see but I hear her all of the time. She cries and worse shrieks like no child I've ever heard. I know she's left alone with young middle school male siblings(?) while the parents(?) are out. Now I know babies cry, but this is shrieking that is so bad I fear something is being done to her. Now I never hear her being yelled at and since she's rarely been seen cannot say she's been physically abused. An odd thing to note is the child doesn't seem to be growing. Don't know if I should call S or F Services. The shrieks and cries are just so unnerving, but maybe the child has a med issue.

Maybe ask the parents. Considering the symptoms - severe discomfort and lack of growth - I'd say they're probably fully aware something is wrong with the baby and simply don't know what to do about it. Often regular doctors say "it's colic" and don't even bother to refer to a specialist. Even if they have a referral to a GI like they may need, GI's as a whole are not the greatest field of doctors to deal with and often under-treat medical problems. It could be that the parents are doing their best to make ends meet, and leaving their child with their middle school children so they can work is their only option. Turning them in to Social Services when they might be doing all they can will only hurt them further. How about try to help them instead?

I see her every few months outside the building. I didn't say I've never seen her.
