Special needs child: What are my rights for homebound or homeschool

I have a special needs child. He is hearing impaired, developmentally delayed, speech delayed and most of all has a rare immune disorder. He went to school for 4 years and was in the hospital every year, then I got a Dr's letter to receive homebound schooling for him by the public school. He has not been in the hospital as much since then. His teacher believes he should be at school for socialization and believes it is my fault for him not speaking which is not the case. His speech therapist says he will probably never talk because of his hearing loss and brain disorder. Well, the teacher called The Dept of Child Services on me. I have to get the Names and numbers of all my son's Drs and give them to the caseworker so she can contact them ( he has 9 Drs). Do I have any rights as a parent to not send my son to school due to his immune disorder and maybe homeschool him and who do I contact to find out my rights? I would think he has rights, too, not to go to school and get sick. I don't want to lose my son, I Love him so much! I need some immediate help!!
