Speech delay in a bilingual household

Hi moms!

My daughter is 2.3 years old and isn't talking as much as I think she should be. We speak Serbian at home but she's also exposed to English a lot. She says a lot of words. She understands everything, just doesn't want to talk much. She says some words in English although she understands them in Serbian as well. The thing that concerns me is that she doesn't form sentences. The only form she uses is "Give me..." For example Give me pacifier. And she uses a lot of imperative forms like "Sing", "Sleep" or "Drink"
Does anyone have a similar issue?
Would appreciate to hear your thoughts.

Does she have any interaction with kids her age? Ours is a bilingual household and my first daughter spoke very short(3 to 4 word) sentences until she turned 3 in both english and our native tongue. Her grandparents were worried and so were we.Within a month of joining play school and interacting with other kids she wouldn't stop talking. She went from "juice" to "can i have some juice please". She is 5 now and speaks very less of our native language but still understands what we say.Hope this helps.
