A tub for water, the hose and dish soap for suds, then let it be a bike wash or a toy wash...let em wash whatever they want.
Anything outdoors involving water will keep them busy and having fun...just make sure to keep a close eye if there are toddlers involved.

One of my childhood favorites is a favorite of my kids too and involves close to no money! We visit our family and friends in the burbs and go running thru the sprinklers. The kids love it and could do it for hours. And even here in San Francisco we do it - just not at a neighbors home. We usually find a park that's watering the grass and cut the kids loose. It's cheap and a lot of fun.

Thank you Megan, those are great ideas. My son always loved playing outside with water. The game you provided the link to looks like it would be a lot of fun. I am not the creative type but would love to come up with some other outdoor art projects as well.
