So my daughter just turned a year old this month and my wic offic told me that she would be switched to regular milk next month. But i tried giving her milk at about 7 months and she became constipated. So i gave her formula again and now i've been giving her regular milk for four days now and shes constipated again. What do i do?

Try mixing half/half for a while. This can give the body time to adjust. Also, make sure she is getting plenty of fibre in her diet. Check what she is eating for the fibre content. That will help with her constipation. If she isn't getting enough, it will affect her.

I would suggest not to switch on and off from powder to milk that's going to cause a problem because its not going to let her stomach adjust to the change.

But you might want to limit her milk as well since she will be switching. I know when they are under a year us moms rely on the power milk to keep them full but now that she is going into milk the milk is going to be cut down. So lets say she used to drink 5 bottles of powder milk a day, now cut it to 3 of regular milk. She should be on solid foods now so instead of milk give her water with her meal & maybe a bottle of milk when nap time comes.
