As Sarah said it is not unusual, especially at 2. The son of a friend of mine started to talk very late cause parents spoke two languages, now he talk endless!
Some funny game with words could encourage him to talk, maybe some simple song to sing, and yes, ask questions about needs (water, eating, which game,...).

It is not unusual for some kids to have a lag in expressive language. the best way to bump up their speak it is read to them, and ask lots and lots of questions:
"Oh, there is an apple; What color is it? It is a red apple, can you say red apple"
"Do you see that truck? Is it big or little? Can you say big truck?"
At two you child should be just starting to put two word phrases together, if not, you can either start a speech and hearing evaluation or wait a few moths to see what happens. Most kids start catch up with speech skill before pre-k. If you are really concerned, talk to your doctor. Otherwise give it a few weeks to see what comes of his speech.
Again, IMO the best way to teach speaking is to read and speak to your child constantly.
