My 19-year-old college daughter is home for summer break and suddenly thinks it's ok to drink at home if she wants. Says "all" her friends moms allow them and even buy alcohol for them. I am not Ok with this and told her that. I know it's hard to adapt to being back home. Drinking age is 21 here. How best to handle this situation?

I wouldn't be allowing it either. You let her know that you don't care what other's do in their house, you will follow the law and not allow her to drink.

She's 19, she is considered an adult in most states.
Tell her that she is underaged and it's not appropriate if the legal age for drinking is 21. If necessary, disclipine her.
