My baby is 4 months plus and she's not eating well, could teething be the course, because she also has low grade fever.

Fever is fever, and a low-grade fever doesn't mean she's less sick than a high grade one. You should talk to your Pediatrician. It could just be the cutting teeth, but you should be safe rather than sorry, and at least talk to the doctor.

To help ease any pain if she is teething, you can rub the gums with your (clean) finger, you can wet the corner of a washcloth, freeze it, and let her chew on it, you can buy teething rings and such that are designed to help soothe the child's discomfort. That may help her want to eat more.
