Why wouldn't her dad tell her? She won't be hurt or confused unless she picks up those vibes from you.

I can't really say more w/out understanding the situation and what the problems might be.

I would also say, the sooner they are all getting together the better.
I have 2 children from my first marriage that I do 50/50 shared care with. My daughter (from my 2nd marriage) know that her boys go to their Dad's to spend time with him. Yes she misses them but understands that they have a different Dad.
She is 4 and has never asked why they have a different Dad, she's just accepted it.

I think you are overthinking how she will feel about it. She's a toddler, she won't question it. She'll accept it just fine. But isn't it up to dad to tell her? Is she likely to meet them? Michelle had a lot of very valid questions.

So are you still with him or separated?
Are the twins older or younger than your daughter?
Telling her that she has siblings won't hurt her, she'll think it's great. It's only adults that would be hurt if he cheated on you, she would have no concept of it.
You don't have to go into details of why the twins have a different Mother or that he was cheating (if he was). You just say that she has some siblings.
