When a tantrum is thrown, you let her know that it's not changing anything, and ignore her. Unless the tantrum is in public, you ignore her. If in public, you pick up her kicking screaming body and remove her from the public area.
Once she's done with the tantrum you explain that is not appropriate behaviour, and will not be rewarded. If she is in public when she starts, she's in the car on the way home before it ends, and is not allowed back into that situation next time, until she shows you she can behave appropriately.
She will only throw tantrums as long as you give in to them. When you ignore them, you take the steam out of them. Its not 'fun' for the kid, so they stop.
For the rest, consistent consequences for inappropriate behaviour and rewards for desired behaviour go a long way at this age
