Toddler Time Outs

I have a 28 month old son and have been doing time outs with him since just before he turned two. He used to sit on the front mat for me (he'd get up once or twice and I'd put him back and then he'd stay). Then he started bolting as soon as I'd put him there and no matter how many times I put him back he'd run...giggling the whole while, so his discipline turned into a fun game for him. I started giving him time out in his bedroom, which I know is not the best place to put him. He really has no toys in there, and I've learned to remove the tissues and wipes, but I'd still rather have him stay put on the mat. Any tips on how to get him to stay without turning it into a game?

I have a playpen with no toys in it to keep my kid in place. He'd never just sit there in the corner or whatever.
