When should we switch to a rear-front facing car seat, Is it safer than her infant carseat?

It is fine for her to stay in an infant seat until she reaches either the height or weight limit of the seat.... or you can switch to a convertible seat (rear facing, of course) anytime you want.

My girls were in a convertible seat from birth, but it was a LONG time ago and I only rear faced them for a year. My son got his convertible seat around 9 months old and he rear faced safely and comfortably in it until he was 3.25 years.
