At thirteen months with one or more kids, you still just have to stick to your guns so to speak and tell them no and mean it. It means a lot of redirection, retelling, and even modeling what you want of them. THey do understand some of what you get at but NO is the one word they do know. They may not understand that something dangerous such as climbing on things that they could fall off of is not funny and therefore you have to tell them no and that they can fall. Even a few natural consequences--those that happen when they do things like climb and fall, hit head on floor/wall, and so on--might be what it takes to get the message that doing certain things can hurt. Also when they get older use the time out spot. Use 1 minute x their age for amount of time in time out. When they go in tell them each why, set them there, turn on a timer, and then let them sit. IF they get up they have to repeat that again. But it will take time. Good luck!!
