Visitaion from absence father after 4 years?

My daughter is about to be 4 years old and doesnt know he real father, he is not on the birth certificate and does not have her last night. I gave him a couple chances to be in her life after she was born but he didn't take them. After she turned 1 he went to jail and just recently came out. He said he wants to see her and I told him no. He told me he would take me court and that he needed to get a paternity test which I didnt agree too?
Is he able to get visitation after being absent her whole 4 years?

Simple answer. yes.
He can petition the court to get a paternity test done and can then go for visitation.
You don't have the right to deny him seeing his child. It doesn't matter what he has done in the past unless he is a danger to the child.
I suggest agreeing to the paternity test and getting yourself a lawyer to get custody, visitation and child support sorted out.

Most likely... yes. All he needs to do is get a court order for the paternity test and he can legally pursue visitations.... as he should
