But does he have to agree with the extracurricular activities too? Or can you just sign him up for an extracurricular activities and then expect dad to have to put up with your decisions? I am just asking, because you made the point that this isn't part of his regular activities, so I am not sure if it would apply.

If it interferes with his visitation, then it is perfectly okay for him to refuse. However, if he is going to be the bad guy, then he needs to tell his child that he says no. It shouldn't fall back on you. Legally, there is very little you can do about it short of going to court. I am assuming you already have a court order and the court order is strict about the visitation times.
