I personally think it depends on the child. My oldest was 9 when she started. It's one of those things that rank low on my "things to fight about with my child" list. It's like hair style and clothing (to a certain extent). If she wants to have to continue to shave the hair off her legs for the rest of her life, more power to her. Again, I do believe it depends on the child.

My daughter is 12 and I showed her a year ago then supervised her a few times now she does it herself.

Yes same with my daughter ,she is fine with not shaving ,but the truth is she is very hairy !!!!! but i guess if she is ok than i should not worry . But i get bothered when others see her legs and say "OMG ,you should let her shave now ".

When she feels the need and is aware that once she starts.... she never gets to stop... for the rest of her life. ;)

My oldest is 11 and could start anytime. She's well aware that it's a lifetime commitment though, so is in no hurry to start... even though she's been needing to shave her arm pits for about 6 months now.
