Ok, well, first I will ask what it is he is having a tantrum over? Is it random? Is there a reason for it? Sometimes it might be about him being tired or hungry, etc, in which case it is best to pre-empt these things and try to avoid them. Taking note of when it is happening and why is a worthwhile exercise so as to make a point to avoid certain situations where possible.
I would suggest just making sure his space is safe for him, and letting him hold his breath. If he doesn't stop he will pass out and he will start breathing again. He will eventually learn it won't work if you don't respond to it.

My son did the same thing he would hold his breath and turn blue it scared me so bad I would grab him up but when I talked to my pediatrician about it he said that it would be alright for him to hold his breath until he passed out. It was so hard to do I couldn't stand it but I did just that I would do like you do put him in a safe place usually in the middle of the living room floor and I would walk around the corner but peak so I could ensure that he was indeed safe. He would hold his breath and pass out I would walk into the room and sure enough he did start breathing. His pediatrician said that the brain stem is what forces them to breath again. Oh and my son has sleep apnea so I was really scared about letting him do this but like I said the doctor said it would be safe and it didn't take very many times of him passing out for just a few seconds that he quit holding his breath and having such fits.
