What do i do about my 4 year old who is potty trained using the bathroom on herself randomly?

Just recently my 4 yr old Daughter started using the restroom on herself. My mom says it's from jealousy, and my mother in law says its from being lazy. I've asked her several times why she does it and her response is i don't know. I cant get her to stop. I've tried taking her toys away and taking TV away. Nothing is working.

Because you're doing negative things it's not working. Get her on a rewards chart. That way it's a positive thing and not negative. You really should never punish for not going to the bathroom....IMO. My daughter (3) is lazy too. I have never punished her. It is a negative consequence.

When i ask her her response is always different, First it was I don't know why, and then it was i forgot to go, and then it was because I'm not listening. She takes it as a joke, i don't punish for a long time, i take her TV away for 10 mins at a time. I told her if she could not poo in her panties then i would get her a toy at the end of the week. Nothing seems to work. We are having issues in the house and the past couple of days I've been letting it slide. I see that my husbands step sister and brother are ignoring her and playing with her little brother, they tell her to go away and that they are too tired to play with her while still playing with her brother. I saw it as an attention getter. But now I'm seeing it as a joke to her, she will poo in her pants and then not but 3 mins later do it again, and 3 mins later again. If its a lazy/she's too busy playing situation, how do i change it??
