What do you do when your soon to be seven year old smiles and laughs at you when you put him or her on time out and will continue to laugh the whole time out?

It's probably a nervous response. My boy used to do it too, and he couldn't explain what was funny or making him laugh. In the end I figured out he was anxious about being in trouble and it was coming out as inappropriate laughter.

Is time out helping? If not, time to pick a different strategy. No reason to keep using something that's not having any effect. If it IS working, despite the laughing, just continue on. Don't get emotional about it. Ignore the laughing. It's just his way of trying to cope with the situation. Don't take it personally.
