For the most part, yes. It does slightly depend on why he was absent and what type of interference you are referring to though. Need more details to answer fully.

Should the absent father have a second chance.....yes. No matter what, that is the childs father and they each have a right to know the other.

Without the mother interferring.....well thats its own can of worms. Why and what would she consider interferring???

Should a mother expect to hand a defensless child to an adult they dont know, for an extended period of time.....no, but she should be opened to supervised visitations and a slow progression to access if thats what the father is seeking.

It depends. You will need to elaborate to get any real opinions. I am not one that believes an absent father should be totally written off, because the child DOES have a right to develop a relationship with both parents, but as I said, it depends on the circumstances.
