What is normal behavior for a 5 year old?

My stepdaughter is 5 years old and exhibits behavior that to me seems odd. I do not have any children of my own, so I really don't have much to reference to, but her behavior seems indicative of a developmental problem and I'm concerned about what to do. Some of the behavior includes whining and crying when she doesn't get something. And I don't mean crying and throwing a fit, the best way to describe it is like she just cries out like a baby would like, "Wah!!". When she wakes up in the morning instead of getting out of bed she stays in bed and screams and cries and waits for someone to get her up and then she's fine. She was a preemie and has a speech delay. The issue is that we don't have her all the time so it's difficult to diagnose, treat, or monitor these issues. Her mother claims that her speech is normal although we've had a speech therapist diagnose her speech at a 2 year old level. I'm just curious if these behaviors seem normal or if they sound like there's something going on (ADD/ADHD, autism, etc.). Thanks. We are very concerned but can't seem to get much cooperation on the issue.
