I don't understand why you are even asking this.
You put her in what you feel is appropriate.

Whatever you want. I was, personally, not a fan of two piece suits on my girls... UNTIL we started potty training. They haven't owned a one piece since and they are 15 now. ;) lol That being said... they were 3 one time we went to the beach and didn't have their suits... and they swam in their underwear. SOOO many infants/young toddlers where I live are in nothing, but a swim diaper... or even naked. Not really a big deal.

I would be cautious about sun exposure... sunscreen, shade, wearing clothes other than in the water, etc... but as far as modesty goes... not a concern at that young age.

Under two? I don't think modesty plays in this choice as mots 2yo are content to streak about nude. I would choose, and did choose for my girls, an easy to put on one piece. You may find lots of kids that age, wear a swim diaper with plastic bottoms over the diaper and nothing else.
