What to do about a 2 year old who does not talk, express feelings or understand what is being said to him?

I have a boy who just turned 2 in october, he doesn't speak just babbles, he wont look you in the face and can't even turn his head to his own name. he doesn't know how to answer a simple question like "do you like cartoons" He will just look around and not say a word. Most of the time he plays by himself and doesn't like to play with me or his other siblings, he cries a lot more than my 9 month old, my 9 month old shows more communication skills than him. I don't understand why he won't even try i have tried reading to him, having conversations i try to initiate conversation at all times. He is never interested. Is there something wrong with him? :( Further story, his dad got full custody of him because his mother was doing drugs, i'm scared she just left him alone and didn't teach him a thing.

He needs to be evaluated by a professional. It may or may not have anything to do with his mother doing drugs, but either way he needs help to be able to develop to his fullest potential. It could be as simple as a hearing problem or as complex as autism or similar, but you won't know until he is evaluated.

the truth is, it could be since the mother did drugs, she probably did drugs while she was pregnant. you should get him checked out by a psychologist.
