Infants who are not breastfed should be getting formula from day one. When my first weaned around 7 months (I was pregnant, hormones changed flavor and made him sick), I switched to an older baby formula twice a day (before breakfast and before bed), but he was also eating table food and drinking water. My kids did not like whole milk around year one, so we used toddler formula and 2 percent milk mixed for a while. I think it was just too thick for them. They drink milk now.
It's all about what your baby needs. Formula is expensive, I wouldn't give your baby formula if they don't need it or if you are just wanting to stop BF'ing- stick with that as long as you can. But maybe I completely am missing your question here- what do you mean?
