When can I start giving my son rice cereal?

My son is about 3 and half months and he is more interested in sucking his hand then eating. he went from eating 6 ounce every 3 to 4 hours to eating about 2 ounces every 3 to 4 hours. I am worried he isn't getting enough food so I was going to start him on rice but I am worried its too soon. The box says supported sitter this may be a dumb question but can someone explain that to me? Is it too early to start the rice?

Our doctor gave us the go ahead at 4 months we waited until 5 because we kept forgetting to add the cereal to the grocery list and my mother in law bought some. I don't have a high chair so I use my bumbo seat. I take supported sitter to mean they can sit in the bumbo seat and hold his head up or they can support themselves when leaning on their hands kind of like in a tripod position.
