He should only be drinking formula. Stop the tea and hot chocolate completely... totally HORRIBLE for your poor little baby! Of course if he is used to getting it he's going to start refusing the formula... that's why it is bad to introduce these types of drinks so young...
He 'should' (some kids may have a little less, some kids will have more) be having 4-5 bottles (or start a sippy cup) of formula a day. It is OK to occasionally (once a day or less) offer 2-4 ounces of water, but no more and NO other drinks. If he is truly thirsty he will drink the formula. His body needs the nutrients in it.
If he is eating an adequate amount of healthy solids it is generally acceptable to start weaning off the formula and onto whole cow's milk... or I hear good things about goat's milk... but I've never seen that. ;) at 12 months. Toddlers tend to not eat a good variety though... in which case hanging on to some of that formula is wise.

Not really. Tea and hot chocolate have no nutrients. Milk and formula do, and your child should NOT stop ingesting nutrients in favor of junk. Of course he's refusing nutritional food, because you give him junk. Hot chocolate tastes sweet, and much better than formula...
Stop offering anything but formula or milk.
