When should kids date

Uh, no, my kids won't date without my permission (and neither have they). I think if you think it is okay for a 9 year old to "date" you need to re-evaluate your values. Can a kid have a boyfriend/girlfriend at school? Sure, you can't stop that. But that's not the same as dating.
And just for the record, the average age of a kid losing their virginity has not changed much over the years. To suggest that kids are having sex younger these days is actually a myth that is not supported by statistical data. The average age is around 17, the same as the average age was when I was a teen 25 years ago.
While you certainly can't control the decision your kids make about sex, you CAN limit the opportunities by ensuring appropriate parental supervision, especially in the early teen years. Anyone with half a brain knows that. Yes, your kids will eventually have sex, but if they are having sex when they are 10 or 11, there is something wrong with the parenting there.

I don't think that there is a good age to start. All I know is that kids are having sex at younger ages than they did when I was a kid and they are growing up to fast. Just talk to them abd make sure they understand that no means no and how to be safe.
