When to change to 2nd Stage Car Seat?

Basically you'll want to look at the weight/height limits for the seat you currently have. If you don't have the instructions anymore, you should be able to find them online.
If you haven't already bought your 2nd stage car seat, try to get one that has as high a weight limit for rear-facing as you can find. The AAP is now recommending rear-facing until age 2, and many other countries' medical associations recommend that a child be rear-facing as long as is humanly possible.

I am assuming you are talking about the carseat after the carrying one. Both our daughters were 24 lbs at 4 months and also their legs were too long to straighten out with the seat in the way. I switched them to a rear facing car seat that went from 5 lbs to 80 lbs at that time.
