My baby is three and a half months old and some people recommend me to give him water on daily basis. He takes formula during day time (8 an to 6 pm) and takes breas feed during night. Doctors recommend to start liquid after 6 months. Till now he has never taken water. I want to know when should I start water and other food for him

At this age, formula and breastmilk provide all the water your baby needs. He doesn't need water at this point and I definitely wouldn't offer it. Even when he starts solids (usually around 6 months) I would keep the water to a minimum. Breastmilk has a lot of water in it and formula is made with a lot of water. Right now, your baby should be quenching his thirst with the milk that also provides all his nutrients and calories - water is not necessary. I didn't really start giving my son water on a regular basis until about 9 months when he started eating denser table food. Even when you start solids, the rice cereal will be mixed with milk or water and most of the beginner baby foods are pureed with water. Follow your doctor's recommendations; everyone around you will always have an opinion but they usually don't realize how things have changed since they had kids. Your son is doing just fine with his milk.
