I have a 4 week old.. takes 3 oz of milk ..these past few days after she eats it seems as if she is not full. And abou 2 hours later she is hungry again. should I move up to 4 oz of formula? The doctor put her on rice cereal due to her spitting up each bottle is this too much for my 4 wk old?

Babies go through growth spurts where they will need more then they will slow down and then another spurt.
They go through quite a few every few weeks until 6 months then the spurts calm down.
Rice cereal is not for babies who can not sit up, and a Dr should not be prescribing that.

Is she showing signs of being hungry right after she is finished eating, or not until the 2 hours later? i would think going to 4 oz if she is still hungry should be fine. Being on rice cereal at that age seems a little bit much in my opinion, but im not a doc, spitting up was very common with my son, and he wasnt put on rice cereal until 4 months. Your mom, you know best if its too much, you will read the signs and follow your instinct...its normally right! :)
