Why does my 4 year old pee in her pants intentionally?!?!?!?!

I have custody of my 4 year old niece. I have had her since she was 4 months old. Her dad, my bother is in prison. Her mother is a heroin addict in and out of jail constantly. She has not had anything to do with her for 3 years. My new era has been using the toilet for 2 years, but when she gets mad, upset, or gets into trouble for something she will intentionally pee in her pants then lie about it. Last night I walked into the room and she was squatting in the living room straining to pee, because she didn't want to put her clothes in her room. This is a daily battle that we have been having for the last couple of months. Any help or ideas would be appreciated.

At four there isn't a lot she has control over, eating and toileting are two things she can control. Has she been exclusively in your care since 4 months? Have her parents been in the picture at all? I would discuss this with her pediatrician first. Then I'd ignore it for a bit. She may be doing it because she gets a reaction from you, even a negative reaction is attention. When she does wet herself, just instruct her to go change herself and put her dirty clothes in to the hamper. Praise her successes. Does this happen everywhere she goes; daycare, school, friends?
