We always tell our son we will listen when he is ready to use his big boy words. This works really well with our almost 3 year old. You could give that a try and good luck! :)

This is normal especially for 2 and 3 year olds. It's part of the tantrum phase. It will end eventually.

I'm assuming you mean whining?

If so, what a lot of mothers do is "play dumb". When your child starts to whine, you say, "I can't understand you. That voice you're using is yucky and it hurts my ears." And just keep acting as though you can't decipher a word she's saying. And as soon as she goes back to her normal voice, you smile and say, "That's so much better! Mommy really likes it when you use your REAL voice." And then address what it is that she wants.

Whatever you do, don't give her what she wants as a way to try to get her to stop whining. She'll think, "I whined, and I got what I wanted! This works! I'm going to keep using it!" You have to make whining useless for her.
